When I've run the game after this 10GB update I've got information that you need to finish one of two quests. One was Radio Free Monarch, the second one I don't remember (Sorry, I've started the game this weekend).

Hello Spadgas. I had the same problem. Try to do those steps: 1. Verify game files integrity 2. Found one of the free DLCs in the store 3. Click download In my case it helped: Game sees all DLCs although in Steam client I can only see paid DLCs.

Strange thing happened: I've checked files integrity and then click "Download" from one of the DLCs, and the games start to work properly and I can see all DLCs inside the game. What strange, Steam only see that I have installed only paid DLCs. I have automatic updates. My problems started after installing latest patch.

Sorry for digging up topic, but looks that after lates patch problem returned (I don't have free DLC's, my wife is sharing library with me), and old walkaround doesn't work. Anyone found a solution?
