Character locked in quest mode

This has happened to me twice. The first time I didn't care since the character was just level 2 and the only thing that bothered me was I couldn't delete it. Now it's happened to my more experienced character and I can't continue in Quest mode. How do I unlock the character? -
Locked character in quest mode

I've got a locked character in quest mode that I can't drag to form a new party or delete. I think I've seen that in story mode this means the character may be in a current party, but in quest mode I don't see any list of active parties. Any way to unlock the character or even just delete it?
