Kreia wante both, the Jedi/Sith wars were tearing up the galaxy, and the Force was just siting back in it's metaphysical chair, playing the role of the all-seeing God. As Kreia said, the concept of predestination is abhorent to her, so this is like a 'Kill God to free the world' story.
