Can't select characters using keyboard numbers (1, 2, 3, etc.)

I have no idea how this happened, but I restarted my computer and reset all settings to default and I still can't get this to go away and it's very frustrating.

 

I cannot select my characters using the 1, 2, 3, etc. on my keyboard, both on the main keyboard and the number pad.

 

Anyone else experience this or have any idea in how to fix this?

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
