Usually all bonuses/penalties are seen on the weapon's recovery time, I see dex modifier, armor modifier, street fighter modifier, but no cutthrout cosmo modifier whatsoever. Cutthroat Cosmo’s bonus is subtracted from your armor penalty. For example, when I’m using light armor (+20%) and I have Cutthroat Cosmo on, then the penalty changes to +7%. This means Cutthroat Cosmo provides me with a -13% recovery bonus for light armor.
