Cutthroat Cosmo’s bonus is subtracted from your armor penalty. For example, when I’m using light armor (+20%) and I have Cutthroat Cosmo on, then the penalty changes to +7%. This means Cutthroat Cosmo provides me with a -13% recovery bonus for light armor. I don’t know why it’s currently like this, but that can help you find out how much of a bonus he gives depending on the armor you wear
