How does the empower thing work?

I clicked on it but nothing seems to happen...

I think you click on it then click on an ability if you want to power that ability, or on a character portrait if you want to give them resources.

^ That's right. You can either click empower and then select an ability to give it more oomph!

 

Alternatively, you can click a character to give them resource or if you've run out of spells, click the spell level to restore uses per encounter.

Click empower button, and either select ability/spell, or char. portrait to refund some spells/abilities. One use per encounter, only replenished by resting.
