In the character screen when I look at my abilities, all categories for all classes are called spells.

 

According to wikipedia I have the definition:

"A spell or charm is a set of words, spoken or unspoken, which are considered by its user to invoke some magical effect."

 

Even with a broader definition of spell, I do not think that passive talents can be called spells in any way.
