If it's not intended to be 20% per kill then the description should be clarified. 1

Only thing is that now every kill triggers it while in PoE1 only every second kill (was supposed) to trigger it. It stacked with all other speed buffs though. Still the case? It stacks with Frenzy, Cat Flurry, and Potion of Relentless Striking, so yes it does seem to stack with all other speed buffs.
