On my first playthrough I entered though Western Gate and for some reason top 3 guards was sleeping, so I was able to enter tent without been noticed.

 

Then I restarted White March 2 from the start and is now trying to finish this quest again, but no matter what I do, guards are always awake and blocking every possible way inside keep. Does anybody know what is the trigger for guards to go to sleep? Time? Another action? Something else?

If i'm not mistaken, I believe it's a combination of going at night and making a stealth check while entering from the west gate. =)

Tried it few times at different part of night (sleeping, entering. sleeping, entering, etc). Nothing changes. But maybe they are sleeping for less than 8 hours. On bot playthrough entered with Grieving Mother with stealth 12 at night.

On my playthrough I had to fight twice, once at the gate (what seemed to be an obviously failed stealth check, none of my chars had invested in stealth) and another time inside the camp since I didn't find a large enough gap between the enemy groups to sneak through. This was at night.

 

This time I have a stealthy character so I should be able to avoid the fight at the gate but I'm not sure whether that affects the groups inside the walls.

@kvaak: Yes, you need Stealth 6 to not wake up guardian at the gate. But the interesting thing is the second group. They was sleeping on the mats in the top part of the location on my first playthough (and I had an option to slit their throats while they was slipping), but now they always awake and I can't find the trigger to make them sleep.

There is a couple at the graveyard (upper left corner of the map). The lad is from the Fort, and the lass is from Stalwart. Talking with these two may provide you with information about the guards sleeping. There will be an update in your journal if you've done that talk correctly. Maybe that is the trigger? Dunno for sure.

It would be of small avail to talk of magic in the air...

Looks like it is really time-based, but time period then they are sleep are less than 8 hours. Traveled to Durgan Battery and back to shift time for 12 hours and tried again. This time they was sleeping.

You have to enter the camp at night. However if you entered the area during day the guards will never go to sleep. To fix it you just have to save the game when it's night and reload it - now the gards will be sleeping...
