I have noticed the hat space is padlocked for my priest. Is that because she is Moon Godlike?

Yes, godlikes can't use headwear.

If you look really closely at the headshape of your moon godlike priest, you will discover the answer to your question.

Godlike can not wear hats with one temporary, quest-related exception.
