The valiant item upgrade does not apply it's 20% damage bonus when endurance is below 50%.

 

In the files, the damage modifier value is set to 1 instead of 1.2

OP is talking about Valiant weapon enchantment (Shame or Glory has it, for example) that is supposed to give accuracy and damage when endurance drops below 50%.

 

In my game it says "+0% damage" which is clearly a description bug.

 

 

Perhaps Valiant bonus gets applied but does not stack with weapon quality enchantment.

It should most definitely stack as it is a passive. Could someone please verify this and upload a save file and output log?
