I would have had to go through a lot of personal testing using many many custom characters, to get the same results as his work. The glories of the internet. It is DoT spell, which means it gets reduced by DR only once*, not every tick, unlike periodical damage spells like Echo. Sure, it's not better than Echo but it's quite solid pick. *For example 80 DoT damage vs 10 DR = 70 total damage dealt. This 70 dmg is split in chunks. Vancian =/= per rest.
