In game micro freezes

Hi,

 

At any resolution or settings, I'm experiencing very short freezes every few seconds while playing. Also it looks likes resolution settings have no effect and the text is blurred. Maybe it's my PC because I have this issue since launch. Any help would be welcome .Thank you.
