In her mind I am for some reason considered an expert on all things computer. 

 

So, price is an issue and it has to be large enough for her to watch things on, like netflix stuff and read on comfortably. My preference would be windows I think, because adblock doesn't work with Android and there is all the bloatware from the manufacturer you can't opt out of. 

 

Lenovo makes good laptops for the money. How are their tablets ? Any thoughts ?

A friend of mine bought a Lenovo Yoga tablet for his wife, and he told me it was great. Very ergonomic, apparently.

What's your budget? Without that I'd recommend Surface 3 Pro.

Somewhere in the 250-300 Euro area. (300 bucks) So yeah, that might rule out windows since that's money on top. Not that many new tablets at that price point. Saw one Lenovo 10' though.

 

Might even consider used/refurbished.

Plenty of options with Intel Atom CPUs nowadays being really rather good. As usual, my go-to for recommendations is Notebookcheck, who happily enough have a handy Top 10 Windows Tablets section which is regularly updated, and most are easily in your price range.
