Is this shield considered as a real weapon? Do the dual wielding rules apply to it (shorter recovery)? Could you possibly benefit from the Two Weapon Style talent while using it?

It seems counter intuitive since you benefit from swordand shield not 2 weapon fighting, but its kinda like 2 weapon fighting in terms of mechanics

You can't enchant it with accurracy though, so it jecomes worthless midgame.

Dual wielding does not apply to it, but it attacks as a weapon that probably does much lower damage than whatever you are holding in your main hand. Bashing shields are pretty much useless.
