Is it me (my game, mods or anything) or voiced party banter really happen only in Defiance Bay? Have not heard any before that. 

Happens in other places too for me. Not as often tho.

 

You can miss some if you're traveling with the worldmap still open or not being in certain places at certain times etc.

Still gaming with my 9900k/2080ti/32 ram. One day I suppose a game may inspire me to finally upgrade. Maybe.

Would not call it a banter - just comments and comments do happen anywhere. But dialogs between companions I saw only in the city.

 

Hope, LadyCrimson is right and I just missed it rather than have a bug. 

It happens most frequently in Defiance Bay and Dyrwood. Had some in Twin Elms too, generally with companions who I swapped out to do their plotlines.

 

Guess Act II is so big it goes through all the banter if you're thorough.
