Where exactly can I find the people that are seeking employment?

 

Are they just being added to the list of hireable people or are they actually standing around somewhere in keep?

Afaik they are only on your list to hire or no, but if you hire them they start standing around outside or in the main hall of the keep. 

 

Of course, I didn't exactly search for them, maybe they're in the barracks with all the other lazy bums who refuse to lift a finger during attacks unless they're added to the party...

- Eh, they're both fine choices. Whatever floats your boat. 

They are def. not on the list.

I hardly ever returned to the stronghold, I had my fill of shades.
