August 19, 201411 yr When loading a game you can zoom out without a problem, but you can't zoom back in. Notice the fog of war between the two screenshots. However, even though you can't see the fog of war in the second screenshot anylonger it's still there. So regardless if an NPC would be standing there, you won't see him.
