Vahn 2 Posted July 1, 2013 Share Posted July 1, 2013 I made a separate thread because I've felt it tackled a different issue too but I feel like I've got a simple and elegant solution and I'll share it here as well: potions expire. This makes the penalty to resting combat based, not story based, and doesn't require anything overly special from the developers point of view. (The other issue I mentioned is potion hoarding).
