Solving The Rest Problem: Limited resting, or respawning enemies?

I made a separate thread because I've felt it tackled a different issue too but I feel like I've got a simple and elegant solution and I'll share it here as well: potions expire. This makes the penalty to resting combat based, not story based, and doesn't require anything overly special from the developers point of view. (The other issue I mentioned is potion hoarding).

Sorry for necroing this old thread. But can someone point me to the new rest mechanics update? Can't seem to find it? So is the limited resource thing finally in? How  hard is it to break the resource economy?
