I am uncertain but I think the 2nd is enough to increase intelligence. Since I can get the {intelligence} bit before Telos with a natural intel level of 14 boosted with the Valour force power it isn't a 3rd tier power. So Implants are not necessary. Niether is an intelligence of 16 so don't increase that when leveling up. <{POST_SNAPBACK}> As long as total Int including bonuses from items adds up to at least 16, perhaps base Int could even be at 12, assuming Master Force Valour is used to add +5 to all stats, and/or having +2 Int from Ossus Keeper robe. Quite a few ways of raising Int, without having to raise Con to use implants if not needed. Master Force Valour will last only for about 20 seconds, though. Improved Force Valour would be +3 to attributes. (Check to see if accurate) Int is probably suitable for both Consular and Sentinel as starting classes.
