It was not released for GURPS so its GURPS origin is irrelevant.  Lets stick to what is actually there.  What is actually there is Fallout using SPECIAL.

You're too busy stuck on rules bub. THe game setting and game experience is all that matters, especially in a gameworld where the rules are much more transparent than say a game of DnD.
