Actually he is bad on the skin, if you complete his side quest and take him on the star forge after doing it all the darkside way then he says something like

 

"im not the warrior i used to be, i cant kill like i used to, i dont want to"

 

Jolee was just a dude, tho a bit of a poor swordsman <_<
