Nerfed yes, but VERY far from being underwhelming . AFIK they were just completely insane before in the way they were implemented, now it makes more sense. A proper build with high level Arcana can still effectively supplement their offensive potential with scrolls, sometimes to trigger absolutely devastating effects.
