If you have SSS installed and the expansion started (finding chest on board when reaching high enough level (18?) And finishing ashen maw) there should be an anchor on the south side:

I think the level is 16, not 18. Worked in my case.

    After completing Magran's Maw your steward will inform you that there is a chest on your ship. That is when you can go to the island.
