OK, I assume this must be a bug, because Plague of Insects doesn't have neither Poison nor Disease Keyword. This damage type is Raw, so there is no Penetration check for this spell. This spell, however, has been still blocked by a Creature named Rotghast, which can encounter at Old City; the dialog has shown "Extraordinary Defense". 

 

If this spell is working as intended, some Keyword like Poison must be described imo.

 

I tested Insect Swarm, this works well against the creature, btw.

Thank you for the help!  I submitted a bug report for this and sent it to the Systems Design team to investigate and see what they want to do with the ability.  If you discover anything else, please let me know!
