I prefer the niched gearing honestly to get away from too much power creeping that comes with new gear. It's easy to get into the mindset that some of the new pieces are not mind blowing since I think Obsidian spoiled us already with some super amazing ones to put our expectations high and/or find alternatives to.

 

Is the soulbound axe able to get past superb quality? Is it classlocked? Are there perks for specific classes on it?

 

And how do I getz itz?!

Most likely you have to play the DLC content to get those items. I think they are all labeled with LAX01 in front and thus seem to be a part of the new maps of "Seeker, Slayer, Survivor".

I'm assuming you get them from fights, though I just finished the "initiation" quest. I'd hoped the items you find out in the world would just be there, but it looks like they get spawned when you get a quest to go find them. That's a shame; this is a late-game DLC so by the time you get the quest for these items you've already been to the area where you find them, so your exploration is just retracing your steps through empty areas. Oh well
