Godlikes are not considered either a woman or a man because of their inability to procreate; this is not tied to culture, but to law. It's why Pallegina can be a part of the Frermas des Canc Suolias: Legally, she's not a woman.

 

 

So is she sterile, or just not.. uhh.. equipped?

All godlikes are sterile. She probably wouldn't want to elaborate on the other thing, but when she was a kid she did have a beak...

There's also the issue that in Eora, there's clear, proven knowledge that souls aren't gendered and "you" can be female in one life and male in the next etc. Gender as a whole is just a more fluid concept in this setting.

I think it was more that her beak was starting to Form. The chime story made it sound like her features were becoming more pronounced and cutting the chime stopped that.

 

I might have misunderstood though.

Which raises an interesting question: Is their charter worded so that only men are allowed to join or that no women may join?

 

It would seem they forbid women. I wonder if Kyros, from Tyranny, could join.
