How to Start "The Courier's Calling" Companion Quest?

I have Maia Rua, I've been to the The Brass Citadel, but Maia Rua just won't bring up the quest to me.

 

Is there anything else I need to do?

I think it's connected to either rep or level, as it didn't fire in relation to either story or entering a certain location for me. Just keep her around and she'll bring it up eventually.
