So Power pool like from Devil of Carocs armor doesnt do anything for casters right?

Yeah, it doesn't work, would be way too op.

 

Wizards have that Grimoire of Vaporous Wizardry, priests and druids have nothing afaik.

Yes, it does. You are able to spam all spells :)
