1. Using Debilitating Strike with condition "Target has affliction - dexterity" (not) works as intended. She does not attack while the enemy is hobbled.
2. But adding a second condition with "Target health below X" (not) makes her use the ability as often as the cooldown allows regardless of if the enemy is hobbled.
She will also change targets to hobble another enemy in the first case, but keep using Debilitating Strike on the same enemy in the 2nd case.
This seems to hold for most combinations where the 2nd condition is a "Target:" condition with "not". (But not all of them). And also works the same with different abilities. (Like Blinding Strike).
