I think I have the same issue. I also failed at negotiations. In my journal it says something like "return to the queen, though she will be displeased" but there are no new options.

Support for 4K at 60HZ

It must be a bug. I’m playing at 4K in Windows 10, though for some reason at “59” hz. -
FYI, you can disable the overlay just for this game: Right click PoE II in your games list, select properties, and then uncheck "Enable Steam Overlay while in-game."
