Right now we have antiviral drugs for treating more extreme influenza cases. What I suspect the medical community will do over time is develop treatments that make most hospitalizations unnecessary. That will reduce if not eliminate the need for the more extreme quarantine measures we've been employing. We'll just get better at treating it.

The funny part is D.C. wouldn't be the smallest state in terms of population. In 1788, it would have been the second largest state in the Union, population-wise.

Most western countries have more stringent gun control measures than in the USA, so policing here is inevitably different. I wouldn't say it's "bonkers"; it's at least partly a response to the threat model. That being said, I don't think it would be harmful for the USA police departments to take a good long look at how they are enforcing the law and see if elements of foreign approaches would be beneficial in terms of reducing gun deaths.

Regarding casualties from "government forces": without Putin's support, the Syrian government would have collapsed early on. They are propped up by Putin and using Putin-supplied armaments. I'd say cause and effect are pretty clear. But yeah, the US has done it's share of that sort of thing.
