I missed the Asian vamp the first time, but killed him yesterday. The quest starts when you talk to Knox (mr. happy creepy guy that you meet outside the medical building) at the Asylum. It's pretty linear from there.

I wonder if the Vandal story thing might depend on some of the latter kills you might have to do. Patty for example.
