Examining the games files show she only has unique conversations with companions not the watcher. That kinda bums me out. -

So I found Vela in my ship but when I talk to her she says default crew member lines. Are we suppose to be able to talk to her? I also occasionally see her talk to my companions. -

You can't get her using saves yet Its an issue that should be fixed in a patch. https://forums.obsidian.net/topic/97374-known-major-issues -
The save import not importing Vela into the game killed it for me. I figured out it was because I pledged to Galawain and it didn't carry over Vela for some reason.

I got the same problem. Can't do Galawain otherwise Vela wont show up.
