As in title. Is it intended of bug? Currently I can precast it before I enter combat.

You shall report it in bug subforum.

Its a contingency so I would not say its a bug. 

Josh discourage prebattle buffing, that’s why all buffs are combat only. So I would report this as not intended.

It does not trigger before a battle, its a contingency but .. whatever.
