How to remove this? I'm playing ascendant/troubadour.

Isn't that the default for Ascendant? It should go away when you max out your focus.

    You are focus starved until you hit max focus, at which point you gain +20% damage and unlimited power usage for <I don't know how many> seconds then your focus drains to 0.

    That is the Ascendant penalty , when you reach max focus the penalty get replaced by Ascended
