So i solved this quest and it says i need to go back to Tawenu - but where is he???

he's right outside the VTC office, but he's only there during the day.

Hes not there for me regardless of time thats my issue

how did you resolve it? which path did you take?

I talked the vtc guy into making a fair deal

ok got it....worked now...guess was to early in the morning the other times

I'm having this same issue...Tawenu is nowhere to be found as soon as I secure his island. 

The Clerk is in his spot outside. I can't complete it.

It's buggy. Just Wait a few hrs till morning, go in the building, then come out.

 

On a side note isn't it funny how they will lock the headquarters, but no one else locks their doors, and vendors work 24/7? Lol
