Finishing Blow description says it adds damage = 50% + 50% percentage of health lost. Devastating Blow, 50% + 200% percentage health lost.
But after the target has lost 30% health, Devastating Blow provides no additional bonus beyond the flat 50% base. (Maybe it's set to the old PoE 1 system where the bonus only starts after losing 50% of health? After that it seems to provide a large bonus, like 150% to 240% damage.)
Fixing this will also make single-class Rogue significantly better.
