Am I missing something?  Any help would be appreciated.

On the PC version sometimes new abilities for items/weapons don't appear until you reload the game. Maybe try doing that and see if it fixes your problem

Soulbound and other items that confer effects abilities don’t apppear in abilities but in the quick items slot.

 

Pretty sure it doesn’t tell you that anywhere though.

So if a sword is spellbinded with 3 uses of fireball per rest it'll show up where I equip potions scrolls?
