I supposed the locks meant that the currently played adventure is the only one visually "unlocked" to help you find it But it might have been a bug all along and I was just too ignorant to understand that . The first time I noticed that, it was I think at the time when Goblins were not here yet (although I saw them in the Vault very very briefly just after the update before RotG was released), but the Adventure 1 had wrong names - from unreleased RotG adventure...
