Comapring it with the other Orbs, as well as judging by its own recharge check value (10) - to be consistent with other similar items, the OoM should have a check to acquire value of 8.

I'm looking at it in the Gallery, so no - I'm looking at the 'pure' stats

I don't have the cards to compare, but maybe the Orb of Magic is a higher check to recharge because it isn't an element? In other words, it could be a conscious rules mechanic decision to make it slightly harder to recharge compared to the others of its kind.
