Does NOT allow you to choose character, only location. Select location. Lem moves, NOT other character per text of card. Second time waited until drew from encounter deck, now Stride is not castable. End of turn, cast Stride same result, cannot choose character, only self. This is normal. You can move the current character at the end of the turn by casting it.
