Quest boons and banes

I have a party of four at level 14, and in the quest start up screen it says that party level is 1. I suppose that means that I should encounter bane and boons from adventure 1 and downward. But I keep encountering only B banes and boons, except for the villain and the henchmen. Is it only me? Right now I don't have a single item any of my quest characters' decks that is from adventure 1. 

I have noticed this as well with my level 11 characters. I'm assuming it's a bug but hard to know for sure.
