'When you encounter' effects are the very first part of the encounter phase, and occur prior to the evasion step. The rules are actually readable this beta build from the Rules link.

March 21, 20169 yr It's weird. As far as I understand, "when you encounter" actually happens before "before you act." "Before you act" doesn't happen if you don't encounter the monster, but "when you encounter" does. Even though you didn't encounter anything. :| Yeeeeeep.
March 21, 20169 yr Yep. The timetable is. 1. Encounter 2. Evade 3. Before you act 4. Check 5. After you act So for example the blessing will hurt you before you can evade, because it hapens when you encounter.
March 21, 20169 yr Trust me... it's far more clear than when the game originally released. You don't have to make sense of it, just do what's instructed to do at each step and you're golden. Prior to the current phase order, there was considerable ambiguity in how "when you encounter" was handled. Encountering is the encapsulation of the entire series of phases of the encounter; the 'acting' is just the check itself.
