If you can speed up until 0 recovery and beyond you can activate Penetrating Shot with no recovery penalty. For example with Alacrity + Durgan Steel + Speed (Engwithan Scepter) + Gauntlets of Swift Action. You can play with attack speed/recovery time here:

Also Penetrating Shot is often worth it with lower damage multi-projectile hits - as is the case with the Golden Gaze here.

Penetrating Shot works for some targeted ranged spells such as missiles without adding any penalty to the spell recovery.
