ok is there haste like spells? cause the nightshroud just doesn't proc enough.  or is it even worth it to lvl nighshroud for preist?

You can drink potions of Deleterious Alacrity of Motion to attack faster, but I wouldn't waste them on leveling Nightshroud. Use it against a party member out of combat; it should work.
