In gilded vale right after level 3 I speak to Eder after talking to the dead dwarf woman.

Yeah, this is a glitch that happens sporadically. Should stop happening if you reload, or exit the game and run it again.

Yeah thanks. It would be nice if they solved this issues since they happen since I bought the game in April...

It's been broken for a while, yes. In my case sometimes the voiced line starts from the middle and not from the beginning. I have to restart the game to fix it.

I always assumed that this wasn't a glitch, but that they simply didn't have enough budget to record all the lines.

Not every line is voiced, no. The bug is when sometimes it'll start on the second or third word of a voiced line, or cut out halfway through a voice line and never have any voicing again until you do the restart.
