The Forgotten task not offered by Vicent Agosti in Vailian Embassy

I have exhausted all conversation options with Vicent Agosti in Vailian Embassy, yet "The Forgotten" task was not offered.  I am not sure if this is a bug or if there are undocumented prerequisites for this task and found no clues in walkthroughs, etc.

 

Has anyone come across this issue and/or managed to resolve it?

Try to complete , questline in Ondra's Gift that involves pallegina and doemels

Pallegina needs to go with you to the embassy initially to open other dialogue options.  I usually have her in the party when I get the The Forgotten quest but I think after the initial visit to the embassy with her you can come back without her and get the quest.

Thank you, that's indeed the case.  The issue is not with the game, but with the walkthroughs I reviewed; none of them mention the prerequisite.
